VS1 Productions returns to Watershed to celebrate Deaf moving image culture This one-day event includes an exciting range of short films, a digital animation and story-telling workshop for Deaf and Hard of Hearing children, a kids’ package of shorts, and a Q&A session with some of the films’ directors. There’s also a preview of Howl’s Moving Castle, screened with English subtitles. Volunteers fluent in Sign Language will be present throughout the day and all films will be captioned where appropriate.

PhoneAnything is a UK company that uses the latest technologies to provide better access to the internet for individuals who may lack conventional internet access. They provide the 'web over phone' solution used on our 'audio description' website, which enables visually impaired people to hear and navigate audio described cinema listings through a normal telephone.

PhoneAnything is looking for beta-testers for its Usability Exchange website to be launched later this year. The idea of the Usability Exchange is to match organisations wanting to test the accessibility of their websites with disabled users, with disabled users able to provide testing services.

During beta-testing, beta-testers will unfortunately not be paid for providing testing services. However, once beta-testing is complete, beta-testers will be in an excellent position to start charging for testing services when the Usability Exchange is eventually launched.

NEWS!

UK Film Council Digital Screen Network

Thanks to the UK Film Council, around a quarter of UK cinemas will be equipped with new digital projection equipment over the next year or so. In return, cinemas will be required to show a broader range of films on a regular basis.

These systems can also display subtitles. Adaptations can be made to include audio description features too. Subtitle and audio description 'files' are readily available for most popular cinema releases.

It is hoped that these 'access' features will be utilised, to enable hearing and visually impaired people to enjoy digital cinema.

But there's no guarantee that cinemas with new digital projection equipment will actually utilise these 'access' features. We recommend that deaf organisations / groups / individuals create total awareness of this 'access' issue, to ensure it is addressed as soon as possible.

MORE INFO:

Around 8 out of the top 10 cinema releases at any one time are available with subtitles for deaf/hearing impaired people, and audio description for blind/visually impaired people. The subtitle/description 'files' are supplied to the cinema on a separate CD-Rom and automatically synchronise with the film when played. Over 160 UK cinemas have the necessary equipment to read these files and most of them screen 'accessible' shows every week. Full details of shows nationwide can be found here:

Many more 'accessible' cinemas are on the way. New 'digital projection' equipment is planned to be installed in over 300 cinemas in England, Scotland, Wales, Northern Ireland, and Southern Ireland in 2005/2006. These systems will have the capability to screen almost every popular release with subtitles (providing subtitle 'files' are made available to these cinemas, and cinemas schedule subtitled shows). Audio description facilities can be configured too.

It's a quiet revolution in the world of sensory impaired people, thanks to the cinema and film distribution industries, technology companies, organisations representing disabled people, and the people themselves - thousands aired their views to the UK Film Council, when informed of the UK Film Council's proposal to fund 50% of the cost of cinema equipment.

Organised nationwide campaigning and publicity of accessible shows helped to bring it all together and ensure it always stayed on the agenda of the many bodies involved. All working together to make it happen - and quickly.

Why do some 'subtitle equipped' cinemas not show all available subtitled films, at sensible times?

We cannot ‘force’ a cinema to enable people with less than perfect hearing to enjoy their services, we can only ask them to. And we do, constantly. It’s our job to create awareness of the problem, suggest solutions, and to empower people to do something about it.

We recommend that people contact cinemas in their local area and request better access for people with sensory impairments. Request that they become ‘accessible’, by installing a digital subtitle system and screening REGULAR subtitled shows.
