Around 8 out of every 10 cinema releases at any one time are available with subtitles for deaf/hearing impaired people, and audio description for blind/visually impaired people. The subtitle/description 'files' are supplied to the cinema on a separate CD-Rom and automatically synchronise with the film when played. Around a quarter of UK cinemas (130) have the necessary equipment to read these files and most of them screen 'accessible' shows every week. Each films distributor pays for the subtitle/description work to be done on their film. The same 'files' are used for DVD and TV release, but need to be altered slightly for timing/format purposes.

Almost every film on the major TV channels is subtitled and quite a few on the Sky and Freeview platforms are now routinely being audio described, even if the film was not audio described previously, for cinema release. Many now have 'in vision signing' too - where a person appears in the corner of the screen, using British Sign Language. Sky are in the process of creating a new department specifically for in vision signing.

The technologies used for all these different medias differ considerably. There are two cinema systems in the UK and a different system in the US & Canada, and not all films are available on all systems.

Before ‘accessible’ cinema came about the vast majority of deaf or hard of hearing people - of a cinema going age (not OAP's) - simply didn't go to the cinema, as they could not hear the film properly. It was the norm to await the video or DVD release, which are usually subtitled. That's all changed now and cinema going is very popular with deaf and hard of hearing people of a cinema going age. Over 100 UK cinemas have regular subtitled shows.

Blind and partially sighted people didn't visit the cinema much either. If they did, a friend or partner would usually explain what was going on, on the screen, often to the annoyance of other members of the audience. That's all changed now with digital 'access' cinema equipment. A separate soundtrack is broadcast through wireless headphones, describing the on screen action, and only the wearer can hear it. There are hundreds of audio described shows every week, in over a hundred cinemas.

It's a quiet revolution in the world of sensory impaired people, thanks to the cinema industry, the film distribution industry, technology companies, organisations representing disabled people, and the people themselves, thousands of who bombarded the UK Film Council with letters when they heard about the UK Film Council's proposal to fund 50% of the cost of cinema equipment.

Organised nationwide campaigning and publicity of accessible shows by our information service helped to bring it all together and ensure it always stayed on the agenda of the many bodies involved. All working together to make it happen - and quickly.

Why can't my local cinema show all available subtitled films?

We cannot ‘force’ a cinema to enable people with less than perfect hearing to enjoy their services, we can only ask them to. And we do, constantly. It’s our job to create awareness of the problem, suggest solutions, and to empower people to do something about it.

We recommend that people contact cinemas in their local area and request better access for people with sensory impairments. Request that they become ‘accessible’, by installing a digital subtitle system and screening regular subtitled shows.

Informing cinemas in your local area of the need for accessible cinema makes them aware and reminds them what they should be aiming for - access to their services for people with sensory impairments. If everyone did this it would really help the situation. It’s often the case that although cinema head offices are fully aware, many cinemas, run on a local level, are not.

Some cinemas may be concerned that many subtitled shows have a low turnout. That is to be expected, as there is not hundreds of hearing impaired people in and around EVERY town. And not all can take the time out to attend the one or two subtitled shows at (usually) unsuitable times. Most people have work and/or school to attend to, and many cannot just drop everything to fit into a cinemas schedule.

Ideally, cinemas should view the subtitled shows as they do disabled ramps, lifts, loop systems etc. - NOT there to make a profit, but to enable people in their communities, who need a little extra help, to enjoy a cinemas’ services.

Sometimes the audience figures are still larger than many ‘normal’ non-subtitled morning or afternoon shows. Yet cinemas don’t complain about low figures for those shows. The fact is that around a third of cinema seats remain empty on average. Cinemas are used to fairly empty houses, so the figures should not make a difference.
