2006 World Cycling Championship And 14 CISS Rule Violations

2006 WORLD CYCLING CHAMPIONSHIP AND 14 CISS RULE VIOLATIONS

New York, USA - The three different communication messages - two complaints and one question - were received by this Ombudsman. And they all were related to the recently-concluded 12th Deaf World Championship in Cycling held in Fremont, Califiornia.

The two complaints received by several interested readers of this website were as follows:

there was no live internet coverage of the 1,000 meters sprint race ( held on July 19 ) and 40 kilometers point race ( held on July 22 ) events as was widely and in advance advertised by the well-known, Maryland-based DeafNation group, and

during the July 19 1,000 meters sprint competitions held at the Hellyer Velodrome many deaf spectators were distracted and annoyed by the presence of non-deaf cyclists there, who, during the breaks of the ongoing competition at the Velodrome, used it as a place for their training or leisurable practice session.

Another item - a question - posed by many persons was such as: was there any rule violation during the cycling championship?

Yes, very unfortunately, there were 14 different rule violations related to the organization of the champonship.

Here is the list of new rule violations and their brief reason explanations:

1. Awarding of the organization of the 2006 World Championship in Cycling to the USADSF ( violation of CISS Constitution rule 7.2 and Deaf World Championship rule 2.1 ); explanation - by the 2003 CISS Congress time, the USADSF failed to fully meet its financial obligations before the CISS, therefore, the USADSF was ( and still is ) not a Full Member of the CISS and the USADSF should have in the first place been denied the right to host on its soil the organization of the 2006 World Championship in Cycling.

2. Failure by the USADSF to arrange and fund a visit by the CISS Sports Director to the site of the World Championship in Cycling approximately four ( 4 ) years before the start of the Championship ( violation of World Championship Rule 13.3.1 ); explanation - the CISS Sports Director did not make any on-site visit to the proposed Championship venue in 2002.

3. Using of an acronym I.C.S.D. during the competitions of the World Championship in Cycling ( violation of CISS Constitution rules 9.2.7.6 and 9.2.7.11 ); explanation - such a new acronym - I.C.S.D. - was never proposed, debated and approved before the delegates of the CISS Congress yet.

4. Awarding of a gold medal to Paul Wood of USA in the 1,000 m Sprint ( violation of CISS Constitution rule 7.2 and World Championship Regulation rule 6.11 ); explanation - to date, the USADSF is not a Full Member of the CISS because it has failed to fully pay off its CISS membership dues and penalties to the CISS, therefore, USA is not supposed to send any of its teams or athletes to any CISS-sanctioned event, including the World Championship in Cycling.

5. Awarding of a silver medal to Luis Carlos Sanches of Colombia in the 1,000 m Sprint ( violation of World Championship rule 9.2 ); explanation - this Colombian cyclist registered for the Championship very late ( not at least 9 months before the start of the Championship as required by the rule )

6. Awarding of a silver medal to Nick Schreiber of USA in the 1,000 m Sprint ( see explanation #4 ).

7. Awarding of a bronze medal to Luis Carlos Sanches of Colombia in the 120 km Road Race ( see explanation #5 ).

8. Awarding of a gold medal to Nick Schreiber of USA in the 40 km Point Race ( see explanation #4 ).

9. Awarding of a gold medal to Nick Schreiber of USA in the Individual Time Trial Race ( see explanation #4 ).

10. Awarding of a gold medal to Luigi Cucco of Italy in the Mountain Bike Short Track ( violation of CISS Constitution rule 5.1, 6.1.1 and 6.1.1.1.1 ); exlanation - Italy is not a Full Member of the CISS yet.

11. Awarding of a bronze medal to Wayne Langbein of USA in the Mountain Bike Short Track ( see explanation #4 ).

12. Awarding of a bronze medal to Michael Isara of Italy in the Mountain Bike Race ( see explanation #10 ).

13. Awarding of a gold medal to Nick Schreiber of USA in the General Classification ( see explanation #4 ).

14. Presence and participation of Ms. Tiffany Granfors of USA as the CISS Executive Director at the site of the World Championship in Cycling ( violation of CISS Constitution rules 6.1.1.3 and 6.1.3 and 7.2 ); explanation - because the USADSF has still failed to fully meet its financial obligations before the CISS, Ms. Granfors is not supposed to represent herself as a CISS official in any CISS -related activity in any place.

Thus, all medals, including four gold, collected by the USA cyclists at the championship were won in complete non-observance of the CISS Constitution and World Championship Regulation rules.

If certain and USADSF-influenced CISS leaders strictly and responsibly followed and enforced their organization's own rules, then the medal awarding picture, for example, in the 1,000 meter sprint race would look like that:

1. Paul Wood, USA - disqualified
2. Nick Schreiber, USA - disqualified
3. Luis Carlos Sanches, Colombia - disqualified
4. Terence Parkin, South Africa
5. Jerrod Denman, Australia
6. Scott Staubach, USA - disqualified
7. Daniel Carruthers, New Zealand

After these disqualifications, the legitimate medal winners of the 1,000 meter sprint event would be:

1. Terence Parkin, South Africa - gold medal
2. Jarrod Denman, Australia - silver medal
3. Daniel Carruthers, New Zealand - bronze medal.

Thus, will the deaf national sports leaders of South Africa, Australia and New Zealand speak out by protesting about the foregoing rule violations and demand the appropriate medals their respective cyclists rightfully and deservedly won at the championship, will not they?

P.S. For the record, this year the CISS administration has so far committed an aggregate of forty one ( 41 ) rule violations. Between 2000 and to now, such rule violation total stands at four hundred seventy five ( 475 )!
