27 NEW "DOPINGS" OR VIOLATIONS OF CISS RULES IN 2006

USADSF IS A LEADER IN CISS RULE BREAK UPS

New York, USA - Following is the list of twenty seven ( 27 ) new rule violations committed by the autocratically-administered CISS organization this year ( the reason of each rule violation is being explained herewith ):
 
1. Change of a new acronym for the International Committee of Sports for the Deaf such as  I.C.S.D.
Violation: CISS Constitution Rules 9.2.7.6 and 9.2.7.11
Reason: No motion was presented for this new acronym change before debate at the floor of the CISS Congress, which is the supreme authority of the CISS, therefore, this new American-style acronym of I.C.S.D. ( not C.I.S.S., which is the widely known, popular and universally-accepted French-language acronym ) is being currently released as an official acronym by the CISS Legal Commission into the light without advance knowledge, consultation, permission and approval of the CISS Congress.
 
2. Approval of a World Record for Juniors for Shana Lehmann of the USA in the women's 200 meter set on January 9, 2005
Violation: CISS Constitution Rule 7.2
Reason: USA Deaf Sports Federation ( herein, "USADSF" ), of which Ms. Lehmann is a member, has fully failed to meet its financial obligations before the CISS.
 
3. Approval of a World Record for Juniors for Roman Drymalski of the USA in the men's high jump set on April 5, 2005
Violation:CISS Constitution Rule 7.2
Reason: USADSF, of which Mr. Drymalski is a member, has fully failed to meet its financial obligations before the CISS.
 
4. Nomination of Jeffrey Pollock of the USA ( snowboarding ) for the 2005 World Male Athlete of the Year honors
Violation: CISS Constitution Rule 7.2
Reason: USADSF, of which Mr. Pollock is a member, has fully failed to meet its financial obligations before the CISS.
 
5. Nomination of Tamara Foronda of the USA ( beach volleyball ) for the 2005 World Female Athlete of the Year honors
Violation: CISS Constitution Rule 7.2
Reason: USADSF, of which Ms. Foronda is a member, has fully failed to meet its financial obligations before the CISS.
 
6. Appointment of  Mario Torcolini of Italy as a CISS Technical Director in Handball
Violation: CISS Constitution Rule 6.1.1.1
Reason: Italy is not a Full Nations-Member of the CISS yet. 
 
7. Appointment of Guido Giovanetti of Italy as a CISS Technical Director in Tennis
Violation: CISS Constitution Rule 6.1.1.1
Reason: Italy is not a Full Nations-Member of the CISS yet.
 
8. Appointment of Josef Willmerdinger of Germany as a CISS Technical Director in Curling
Violation: CISS By-Laws rules 4.1.b and 6.G.5.b
Reasons: Mr. Willmerdinger never participated in the sport of curling competitively and administratively; his name was not nominated for this position by his National Sports Association of Germany, therefore, he was not "superbly qualified" for the position as required by the rules.
 
9. Appointment of John Knetzger of the USA as a CISS Deputy Technical Director in Volleyball
Violation: CISS Constitution Rules and 6.1.1.1 and  7.2
Reason: USADSF, of which Mr. Knetzger is a member, has fully failed to meet its financial obligations before the CISS.
 
10. Appointment of John Knetzger of the USA as a CISS Deputy Technical Director in Beach Volleyball
Violation: CISS Constitution Rules 6.1.1.1 and  7.2
Reason: USADSF, of which Mr. Knetzger is a member, has fully failed to meet its financial obligations before the CISS.
 
11. Awarding of the organization of the June 17-25, 2006 World Championship in Cycling to the city of Fremont, California, USA
Violation: CISS Constitution Rule 7.2 and Deaf World Championship Rule 2.1
Reason: USADSF has fully failed to meet its financial obligations before the CISS.
 
12. Awarding of the organization of the August 12-20, 2006 World Championship in Orienteering to the city of Veszprom, Hungary
Violation: Deaf World Championship Rules 2.2 and 2.3
Reason: The National Sports Association of Hungary did not put its bid proposal to organize this event to the CISS Congress in a timely manner, that  is, two years before the actual start of the event.
 
13. Awarding of the organization of the July 30-August 6, 2006 Pan American Games for Deaf Youth to the city of Washington, D.C., USA
Violation: CISS Constitution Rule 7.2
Reason: USADSF has fully failed to meet its financial obligations before the CISS.
 
14. Registration of the USA men's team for the June 22-30, 2007 World Championship in Basketball to be held in Guangzhou, China
Violations:CISS Constitution Rules  6.1.1.1 and 7.2, and Deaf World Championship Rule 6.11
Reason: USADSF has fully failed to meet its financial obligations before the CISS.
 
15. Registration of the USA women's team for the June 22-30, 2007 World Championship in Basketball to be held in Guangzhou, China
Violations: CISS Constitution Rules 6.1.1.1 and 7.2, and Deaf World Championship Rule 6.11
Reasons: USADSF has fully failed to meet its financial obligations before the CISS.
 
16. Failure by the Salt Lake City Organizing Committee of the 16th Deaflympic Winter Games to appoint a travel agent in a timely manner
Violation: Deaflympic Games Regulations rule 4.6
Reason: The Salt Lake City Organizing Committee of the 16th Deaflympic Winter Games did not appoint an official travel agent of the Games two years prior to the start of the Games in 2007.
 
17. Registration of the USA team in ice hockey for the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violation: CISS Constitution rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reasons: By February 1, 2006, the deadline date for preliminary registration for the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligations before the CISS.
 
18. Registration of the USA women's team in curling for the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violations: CISS Constitution Rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reason: By February 1, 2006, the deadline date for preliminary registration for the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligations before the CISS.
 
19. Registration of the USA men's team in curling for the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violations: CISS Constitution Rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reason: By February 1, 2006, the deadline date for preliminary registration for the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligations before the CISS.
 
20. Registration of the USA team in nordic skiing for the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violations: CISS Constitution Rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reason: By February 1, 2006, the deadline date for preliminary registration for the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligations before the CISS.
 
21. Registration of the USA team in alpine skiing for the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violations: CISS Constitution Rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reason: By February 1, 2006, the deadline date for preliminary registration for the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligatios  before the CISS.
 
22. Registration of tthe USA team in snowboarding for the 16th Deaflympic Winter Games to be held in Salty Lake City, Utah, USA, in 2007
Violations: CISS Constitution Rule 7.2 and Deaflympic Games Regulations Rule 9.7
Reason: By February 1, 2006, the deadline date for preliminary registration for  the 16th Deaflympic Winter Games, USADSF has fully failed to meet its financial obligations before the CISS.
 
23. Presence of Donalda Ammons as a CISS President at the March 1-4, 2006 activities ( Press Conference, CISS EC meeting, 16th Deaflympic Winter Games drawing sessions for ice hockey and curling ) held in Salt Lake City, Utah, USA
Violation: CISS Constitution Rule 7.2
Reasons: As an USADSF member, Ms. Ammons was an ineligible candidate for any position of the CISS Executive Committee, including a presidential one,  at the 39th CISS Congress in 2005 because USADSF, by September 15, 2004, the deadline date for the CISS Executive Committee nomination submission, did not pay its financial obligations to the CISS in full.
 
24. Presence of Jerald Jordan of the USA as a CISS Honorary Member and Member of the CISS Legal Commission at the March 1-4, 2006 activities ( Press Conference, CISS EC meeting, 16th Deaflympic Winter Games drawing sessions for ice hockey and curling ) held in Salt Lake City, Utah, USA
Violation: CISS Constitution Rules 7.2
Reason: USADSF, of whose Mr. Jordan is a member, has not fully meet its financial obligations before the CISS.
 
25. Presence of Tiffany Granfors of the USA as a CISS Executive Director at the March 1-4, 2006 activities ( Press Conference, CISS EC meeting, 16th Deaflympic Winter Games drawing sessions for ice hockey and curling ) held in Salt Lake City, Utah, USA
Violation: CISS Constitution Rule 7.2
Reason: USADSF, of which Ms.Granfors is a member, has not fully meet its financial obligations before the CISS.
 
26. Presence of various officials of the USADSF at the March 1-4, 2006 activities ( Press Conference, CISS EC meeting, 16th Deaflympic Winter Games drawing sessions for ice hockey ad curling ) held in Salt Lake City, Utah, USA
Violation: CISS Constitution Rule 7.2
Reason: USADSF has not fully meet its financial obligations before the CISS, therefore, USADSF should technically be viewed as a suspended national member of the CISS.
 
27. Release of an official poster of the 16th Deaflympic Winter Games to be held in Salt Lake City, Utah, USA, in 2007
Violation: Deaflympic Games Regulations Rule 19.2
Reason: There is "no logo of CISS or ICSD in a prominent position of the poster of the 16th Deaflympic Winter Games."
 
In retrospect, between 2000 and 2005, the USADSF-influenced, controlled and incompetently-managed organization of the CISS committed an aggregate of four hundred thirty four ( 434 ) rule violations - or, "dopings" - in the CISS legal system. As clearly seen above, the USADSF, like for the last five consecutive years, continues to be dubiously viewed as the Number One abuser of the CISS legal system. In addition, the key - and self-appointed - members of the CISS Legal Commission are, by irony, coming from the USADSF itself -  Ms. Ammons and  Mr. Jordan.

The three relevant items linked to this ongoing material should not also go unnoticed:
 
First, in comparison, last year the European Deaf Sports Organization ( EDSO ), which is a regional member of the CISS, suspended its two members - Spain and Poland - from the organization because these two countries failed to fully meet their financial obligations before the EDSO

Second, after consultation with an official of the IOC, on October 26, 2005, one well-respected deaf civil rights advocate from the USA, sent a letter headlined
10 QUESTIONS TO DR. DONALDA AMMONS, in which, among the other things, he asked Ms. Ammons to publicly produce a scanned document via the website by supporting the proof that the USADSF fully paid its debts to the CISS.To this minute, however, Ms.Ammons has not responded to this request

Third, recently one deaf Canadian, an attendee of the 2005 Deaflympics in Australia, by questioning the integrity and overall leadership qualities of Mr. Jordan as the CISS functionary, sent an interesting letter to the top officials of Gallaudet University. This letter was titled SHALL GALLAUDET UNIVERSITY TAKE ITS HONORARY DOCTORATE DEGREE FROM JERALD JORDAN?

So far, so bad: no law and order has yet been restored inside the CISS House, in which a world record of  four hundred sixty one ( 461 ) rule violations has already been broken up internally between 2000 and 2006!
 
Despite of the foregoing facts, how can the current members of the CISS Legal Commission  - Ms. Ammons and Mr. Jordan, both slick Gestuno/International Sign Language  talkers and rule offenders themselves  - continue to justify their organization's beautifully-sounding and rampantly-advertised main motto "EQUAL THROUGH SPORT"?
