A 30 YEAR-OLD PREGNANT CANDIDATE AND NOVICE RAN FOR CISS EC SEAT ON JANUARY 4, 2005

By Rafael PINKHASOV PINCHAS, CISS Ombudsman

SUMMARIES:

* CISS OMBUDSMAN SUPPORTS GREATER ROLE OF WOMEN IN CISS AFFAIRS BUT WHAT CAN A PREGNANT NOVICE/ NEWEST MOTHER CONTRIBUTE TO CISS AND DEAF SPORTS?
* MISS FOSSHAUG PREVIOUSLY AN UNKNOWN FIGURE IN CISS POLITICS
* DID FOSSHAUG TELL CONGRESS DELEGATES THAT SHE WAS GOING TO BECOME A MOTHER?
* CISS ANARCHISTS AND AUTOCRATS AMMONS AND JORDAN PERSONALLY FAVORED FOSSHAUG OVER RUKHLEDEV AND OTHER CANDIDATES
*FOSSHAUG WON CISS BOARD SEAT WHILE 56 VOTING BALLOTS WERE MISSING OR UNUSED IN ROUND ONE ELECTION CONTEST FOR MEMBER POSITION
* WILL I.O.C. OR W.F.D. ALLOW A PREGNANT WOMAN AND NOVICE TO RUN FOR BOARD SEAT?
* CISS EC MEETS NEXT WEEK IN UTAH

New York, USA - The October 22, 2005 issue of the CISS/Deaflympics e-News Magazine published an interesting and brief material headlined BUNDLE OF JOY!, in which it reported that "Siv Fosshaug, an Executive Committee ( "EC" ) Board Member of the CISS/Deaflympics, and her husband, Michel, joyfully announce the birth of their son Magnus, who was born on July 12, 2005."

Naturally, the announcement of the birth of a baby is an exhilarating news to our deaf sports world community.

However, for the long and rich history of the 82 year-old CISS organization the above-described occurrence - a childbirth by a still-sitting CISS EC Member - is a quite unusual event.

Consider the three major issues of this story:

1) Did Ms. Fosshaug on January 4, 2005 truthfully and openly tell at the 39th CISS Congress floor premises before all the delegates and before the start of the 6-candidate election contest for the 3 vacant EC Member positions that she was pregnant and that she and her spouse would soon expect a baby?
2) If Ms. Fosshaug told the truth about her ongoing pregnancy, would the Congress delegates have in the first place considered her candidacy for the EC Member seat in comparison with other candidates as a suitable, worthwhile and beneficial one for the organization of the CISS?
3) According to various reliable sources, for both Ms. Ammons, the currently illegitimately-elected CISS President and Mr. Jerald Jordan, the 39th CISS Congress election voting fraud architect, Ms. Fosshaug is known as their personal favorite and crony, therefore, did the two in advance know about Ms. Fosshaug's pregnancy, did not they?

On January 4, 2005, the city of Melbourne, Australia, hosted the 39th CISS Congress. Six candidates - Ms. Fosshaug of Switzerland, Ms. Yang Yang of China, Mr. Dogan Ozdemir of Turkey, Mr. Tommy Jung of Korea, Mr. Valery Rukhledev of Russia and Ms. Jessica Rohde of Denmark - vied for the three available seat spots.

As it turned out, Ms. Fosshaug, by collecting an aggregate of the most votes - 79 - in the Round One for the EC Member seat, was declared its election winner. However, according to the March 27, 2005-released and initial 39th CISS Congress Minutes Report, nearly 56 votes out of contested 360 in this Round were unaccounted, missing or unused ones. The other two seats were won by Ms. Yang and Mr. Ozdemir in the Rounds Two and Three, respectively.

Furthermore, before the start of the Congress, Ms. Fosshaug was a totally unknown figure in the CISS political circles.

That is, before 2005, 1) she was not a prominent figure at the CISS Congress or Deaflympic Games in any capacity, and 2) nor she, according to various reliable sources from Europe, occupied an important or high-profile national sports leadership-type position in either Norway or Switzerland.

According to the Deaflympic Games Database, the only prior experience and connection to the international sports Ms. Fosshaug had was the 13th Deaflympic Winter Games held in Finland in 1995, in which she was a mediocre competitor in nordic skiing for the nation of Norway.

Thus, because of her lack of experience as a national sports leader and her still-ongoing pregnancy, was Ms. Fosshaug, unlike the other much experienced and skilled sports administrators such as Mr. Jung or Mr. Rukhledev, a suitable, ideal, logical and appropriate candidate for the very responsible and constantly-pressured CISS EC Member seat position?
Could it also be possible that Mr. Jordan, the person in charge of the Congress meeting, along with the head scrutineer Lennart Edwall of Sweden, did everything possible in order to ensure Ms. Fosshaug's win and Mr. Rukhledev's defeat by intentionally and clandestinely misplacing the 56 missing voting ballots in the Round One Member seat election contest procedure?

Or, will the reputable international organizations such as the International Olympic Committee or World Federation of the Deaf agree to accept an internationally or nationally-inexperienced leader-novice and pregnant woman on its Executive Board?

It still remains a huge puzzle that the 30 year-old, unknown, inexperienced and pregnant Ms. Fosshaug won the most votes over the 57 year-old, most experienced, long-time, versatile sports administrator and former world class athlete coming from the superpower sports nation of Russia - Mr. Rukhledev!

Another important item is that in what way a current CISS EC Member such as Ms. Fosshaug, as the newest mother of an infant child, could contribute to the well being, progress and advancement of the organization? Where and how could she be able to find her time and concentration to dedicate her work to the cause of the CISS while her baby son will also, at the same time, need mother's full attention and primary care?

Since her election to the CISS EC on January 4, 2005 and to this day what kind of contributing work has Ms. Fosshaug, "an obviously pro-Ammons person," performed to the cause of the CISS? Could she personally describe her work activity and accomplishments for the CISS since her election to the position in the upcoming issue of the CISS/Deaflympics
e-News Magazine?

This Ombudsman has been a lifelong and staunch proponent of greater and massive participation of deaf women in sports, including encouraging talented and responsible women in holding various leadership/administration-type positions in the CISS.

It is also this Ombudsman's stance that anyone who is elected or appointed to any responsible position in the CISS must work efficiently, creatively, dedicatedly and beneficially in order to make the organization strong, visible and prosperous one. The CISS should not, therefore, have anyone who is its so-called "figure-head person" or who is an inactive, irresponsible and passive EC official!

In light of the above facts, have Ms. Ammons and Mr. Jordan, the CISS anarchists and autocrats, ever thought to ask Ms. Fosshaug, in the best interests of the organization and Ms. Fosshaug's child's welfare, to graciously relinquish her responsible position, for the reason of her motherhood's concentration, have not they?

Finally, imagine the likely scene at next week's annual CISS EC meeting in Salt Lake City, Utah: Ms. Fosshaug and her infant baby are in the town; the EC meeting is in progress while the child is crying and needs mother's immediate attention and prompt care!
