MR. PINKHASOV PINCHAS ANSWERS

In the last several days many persons contacted me by presenting their various questions. Here are my answers ( in small caps ) to these specific and relevant questions:

MR. PINKHASOV PINCHAS, ON NOVEMBER 23, 2004, DONALDA AMMONS IN HER WWW.DEAFLYMPICS.COM E-NEWS RELEASE MADE THE FOLLOWING STATEMENT: "IT WAS EVIDENTLY WRITTEN BY SOMEONE WHO HARBORS ILL FEELINGS AGAINST THE ORGANIZATION AND THE GAMES." WE BELIEVE THAT THE WORD "SOMEONE" IS BEING INDIRECTLY REFERRED TO YOU. WHAT IS YOUR COMMENT ON THIS STATEMENT?

I view this public statement by Ammons as a defamatory one. I never had or have any "ill feelings" towards the CISS or the Games. The reality is that it is Ammons and her "behind-the-scenes genial advisor" and accomplice Jerald Jordan themselves who "harbor ill feelings" towards me, a passionate defender for just and equal rights of every deaf athlete and staunch supporter of the deaf international sports movement.

On the one hand, my biggest concern was and still is that the organization of the CISS was and still is in the unreliable and irresponsible hands of certain individuals who continue to run the organization autocratically, unprofessionally and incompetently. Ammons, for instance, must learn to be a fair-minded, unbiased, impartial and honest CISS functionary. She has been stagnating the work in the CISS in many different ways, including her non-compliance of many CISS rules and laws in the last four years. I am also very concerned that many athletes and nations may not, for various reasons, be able to show up at the 2005 Games competitions. If this happens, it will very clearly demonstrate as to what kind of an administrator and leader Ammons was, is and will be.

On the other hand, I am very, very supportive of the Games' staging in Melbourne. One fact should not go unnoticed: in 1999, at a special meeting of the APDSF nation-members, as a then delegate of Uzbekistan, I was the one who, among the other things, strongly urged all the nations of Asia-Pacific (like Uzbekistan, Australia is a member of the APDSF ) and as a part of regional solidarity to support by voting for the awarding of the 2005 Games bidding rights to Australia at the 36th CISS Congress held in Davos, Switzerland. As a lone delegate of Uzbekistan at that Congress session, I myself gave my two full votes to Melbourne!

I have also been very pleased to receive various reports from Melbourne lately. As I see, the organizers of the 2005 Games, under able leadership of Miss Patricia Tracey, are putting up a superb Games program, including a cultural one. I do truly wish the hard-working 2005 Melbourne Games Organizing Committee members much success in their Games' planning and organization.

But, let me again caution you one major thing: I am still concerned that many athletes and nations may withdraw from competing at the Games.

AMMONS RECENTLY STATED IN HER WWW.DEAFLYMPICS.COM RELEASE THAT SHE "FEELS CONFIDENT THAT THOSE COUNTRIES ( which already withdrew their teams from the 2005 Games' competitions ) WILL UPHOLD TO THEIR RESPONSIBILITIES AS FULL MEMBERS AS THEY ALWAYS HAVE IN THE PAST." WHAT DO YOU THINK OF THIS STATEMENT?

Can we trust Ammons' words, can not we? Nevertheless, I hope that the above statement by Ammons will be a realistically meaningful one. That is, from now on, she will follow and enforce all CISS rules. The nations ( that withdrew teams from the 2005 Games and those that have not paid up the CISS membership dues in full ) will pay off their respective penalties and debts to the CISS Treasury in strict adherence of the CISS rules and in timely manner, that is, before the start of the 39th CISS Congress. If the recent "beautifully-uttered comments" by Ammons will become an irresponsible and empty talk, then the whole CISS system will be in a shambles or it will produce "a new Pandora Box." That is, new rule violations will evolve and Ammons, as a result, will justifiedly strengthen her status as "a genuine CISS administrator-leader-anarchist!"

However, on the other side, could Ammons justify her above words when her own nominated USADSF organization failed to pay its annual 2000 CISS membership dues in full and in timely manner in the year of 2000? Plus the USADSF has not paid the CISS Constitution-rule-required 10% penalty fee to the CISS since April 1, 2000 and to now yet? In addition, the USADSF has made new rule violations in the CISS legal structure recently. A report detailing such violations will be made public any time soon.

RAFAEL, IN ONE OF YOUR NEWS RELEASES YOU WROTE TO SAY THAT USA MEN'S FOOTBALL TEAM GOT "A FREE TICKET" TO THE 2005 GAMES. BUT THE NOVEMBER 23, 2004 WWW.DEAFLYMPICS.COM RELEASE REPORTS THAT USA ADVANCED TO THE FINAL ROUND OF THE 2005 GAMES AUTOMATICALLY BECAUSE CANADA WITHDREW ITS FOOTBALL TEAM. IS THAT ACCURATE?

According to an authenticiated document produced by the CISS Home Office itself, there is no name of the nation of Canada registering its men's football team for the 2005 Games qualifying round at all. This document shows only three teams – USA, Argentina and Chile – expressing their interest of participating at the 2005 Games in football. So, USA still somehow got "a so-called free ticket" to the final round of the 2005 Games, that is, without playing a single qualifying match. The interesting and unusual thing is that the region of Africa registered four teams – South Africa, Nigeria, Ghana and Swaziland – for the 2005 Games in football, while the region of the Americas had three teams – USA, Argentina and Chile. Thus, there were difference and disparity such as: the region of the Americas ( with 3 registered teams ) got the two berths (Argentina, the qualifying round winner against Chile, and USA as "a free ride" qualifier), while the region of Africa (with 4 registered teams and Ghana as its qualifying round winner ) got only one berth to the final round of the 2005 Games in football!

BULGARIA HOSTED THE FIRST WORLD CHAMPIONSHIPS IN WRESTLING RECENTLY. DO YOU HAVE SOMETHING TO SAY ABOUT THIS EVENT?

The Bulgarians successfully organized the October 5-12, 2004 inaugural championships and I hope that the sport of wrestling will continue to gain its popularity among the deaf in every corner of the globe. However, the Ammons-led CISS again committed a rule violation. That is, Ammons did not completely observe the World Championships Rule 4D because the wrestling championships' results were posted on the www.deaflympics.com e-News website very late.

MR. PINCHAS, IS IT TRUE THAT YOU FILED A SEPARATE LAWSUIT AGAINST USADSF AND OTHER THREE PEOPLE? WE HEARD THAT USADSF HAS NOT RECEIVED ANY OFFICIAL SUMMONS FROM THE COURT YET.

Yes, a discrimination lawsuit papers were already submitted to the District Court in New York. At an appropriate time the USADSF and three defendants will receive their Summons and other papers.

RAFAEL, SINCE 2001 YOU HAVE BEEN INVOLVED IN YOUR LAWSUITS AGAINST 3 PEOPLE. WE WERE VERY DISMAYED TO LEARN THAT CERTAIN AND VERY IRRESPONSIBLE PEOPLE IN THE CISS UTILIZED SERVICES OF POLICE AND SECURITY MEN BY PREVENTING YOU FROM ATTENDING THE CISS CONGRESS IN SWEDEN IN 2003. IT IS NOT A CULTURE OR CUSTOM OF OUR DEAF PEOPLE'S WORLD TO CALL POLICE AND SECURITY PEOPLE . WE, DEAF PEOPLE, CAN SOLVE OUR PROBLEMS BY OURSELVES. WILL YOU, MR. PINCHAS, BE WILLING TO SOLVE YOUR PROBLEMS WITH AMMONS AND JORDAN WITHOUT INTERFERENCE OF THE COURT?

I am prepared, able and willing to negotiate and solve anything with anyone, any time and at any place!

WHAT IS YOUR OPINON OF SLOVAKIA'S BID TO HOST THE 17TH DEAFLYMPIC WINTER GAMES IN 2011?

It is an excellent bid. Slovakia has superb facilities for winter sports plus it has an able manpower base to organize the Games if the Slovaks get an O.K. from the CISS delegates at the coming 39th CISS Congress.

WE VIEW YOU, MR. PINCHAS, AS A TRUE DEAF SPORTS OMBUDSMAN AND CISS WHISTLEBLOWER. WE HAVE FRIENDS WHO ARE MEMBERS OF THE USA 2005 DEAFLYMPIC TEAM. FEW DAYS AGO THEY SHARED WITH US AN E-MAIL MESSAGE, WHICH HAD THE FOLLOWING STATEMENT,

"As a potential 2005 Games gold, silver and bronze medal winner, will you, as a medal winning athlete, be feeling comfortable and honored to receive a medal at the podium stand in front of your own country's flag and many spectators from the hands of the illegally-elected CISS/Deaflympics official, anarchist, liar and lawsuit litigant?"

YOUR COMMENTS ON THIS E-MAIL MESSAGE, MR.PINCHAS?

I am not in a position to answer this question. You better address such an above question to any athlete who will compete at the 20th Deaflympic Summer Games in Australia.

Sportingly Yours,

Rafael Pinkhasov Pinchas
